The British based team have named a star-studded eight-man lineup featuring Adam Yates, Pavel Sivakov, Tom Pidcock, Dylan van Baarle, Salvatore Puccio and Jhonatan Narvaez alongside team leaders Bernal and Carapaz.
While Bernal is the most likely general classification leader, Ineos will copy their strategy from the Tour de France with four potential team leaders going into the race.
Carapaz will also have his eye on the Maillot Rojo and is coming into the Vuelta after winning Gold at the Olympics with victory in the Road Race in Tokyo and a third-place finish at the Tour de France.
Yates will be riding his first Grant Tour for Ineos after making the move from Mitchelton Scott, now Team BikeExchange, at the end of last season.
The Vuelta has been the primary focus for the Brit who has been in impressive form winning the Volta a Catalunya as well as finishing runner-up at UAE Tour and fourth at Itzulia Basque Country.
Russian rider Sivakov is another possible GC option for Ineos while rising star Tom Pidcock will be one to watch as he makes his Grand Tour debut.
Van Baarle, who rode the Tour de France, will provide all-terrain assistance, while Puccio brings a wealth of experience and Narváez can lend support on the hillier stages.
Daniel Martinez fifth-place finish at the Giro was not enough to help him win a spot on the team for the Vuelta, while Eddie Dunbar, Ivan Sosa and Andrey Amador also missed out on selection.
