Voices yelling ‘keep on going’ can also be heard in the short clip.
The 27-year-old had returned to Australia after quitting his English Super League club Warrington and is rumoured to be hoping to make a return to the NRL.
Sandow is due to appear in the Murgon Magistrates Court on January 10.
"More people are expected to be charged," police said in a statement.
Sandow recently fought Todd Carney in an NRL fight night that featured Paul Gallen defeating Junior Paulo.
Sandow made his NRL debut for the South Sydney Rabbitohs in 2008 and showed enormous potential in the code.
He finished his debut year being awarded the Dally M Rookie of the Year award. In that same year he was recognised in the Toyota Cup Team of the Year as starting halfback and he received the inaugural George Green Medal for the Indigenous Rising Star of 2008.
