The Northern Territory received no money in the budget to implement the findings of the royal commission into youth detention because it was the NT government's job to fix it, Federal Treasurer Scott Morrison says.
When the NT government announced more than $229 million funding last month to address abuses and other problems in juvenile detention, it said it could not afford to cover all of them.
"The Northern Territory is a sovereign government, they have responsibilities and these are their responsibilities and they are responding to those responsibilities," Mr Morrison told ABC radio on Wednesday.
