A refugee advocacy group says Australian immigration authorities are removing refugees' basic rights on Papua New Guinea's Manus Island to make them leave detention.
Refugees have been reluctant to move to the East Lorengau Refugee Transit Centre on the island, even though they could freely enter and exit there.
The Refugee Action Coalition says most of the refugees fear for their safety outside the detention centre after last year's deadly attacks that killed an Iranian asylum seeker.
Spokesman Ian Rintoul tells Ron Sutton, immigration authorities have issued slips with new restrictions as of this week to all refugees in the detention centre.
