Treasurer Scott Morrison won't be fast-tracking tax changes in his first budget so they're in place before the expected federal election on July 2.

"The budget will be legislated in the usual way," he told reporters in Queanbeyan, NSW, on Monday.

However, some special appropriation bills will be introduced into parliament on Monday to ensure continuity of supply over the weeks leading up to the election, which could be called this week.
